Voltage drops to 12V when using tilt/trim

My 1996 Merc 150 40 amp alternator normally keeps the voltmeter at 14v while running above 1K RPM. When I momentarily activate the tilt/trim switch even at 4K RPM the volt meter drops to near 12 volts. I can't find any reference to the tilt/trim motor current draw in my service manual, it is not fused, only the relays are between the battery connection on the starter solenoid and the actual motor. Is it normal for the tilt/trim motor/pump to pull a 40 amp alternator all the way down to 12V ?

My guess is it's normal. My 100 hp does the same. Mine does not have a regulator but I'm thinking the regulator can not increase the voltage from 12 to 14.
