Voltage output at 16v

1992 M40 outboard. 2 stroke 4 cylinder. After starting, voltage climbs to 16v pretty quickly. Does not have a voltage regulator, just a rectifier. Does the rectifier internally regulate the voltage output? If I turn on the running lights(not nav lights), it will drop to about 14v. Concerned about over charging. Is this normal? Any help, please?

No that rectifier won't regulate the voltage.
Where are you measuring your voltage? Measure right at your starting battery with 2 leads of your voltmeter. It should not get over 14V. If it is over 14V then its going to get overcharged.

Volt meter at the battery, at the guage, etc. 16v. I'm stumped.. Ohm'd the rectifier, checks ok.

An unregulated electrical system relies on the battery and load to control the voltage.

Check the water level and clean both ends of all the power leads, both positive and ground.
