Voltage Spike -- Power Conditioner, Regulator, Surge Protector or ?

I have a dual battery set up with a Blue Sea selector switch. When I switch from "Off" to "Batt 1" or "Batt 2", I get a momentary 17 volt spike before dropping back to 12-13 volts. I have disconnected everything but Battery 1 and still get 17 volts from the switch and have tested the battery at the battery terminals and get 17 volts for just an instant.

The voltage spike makes the screens on my electronics light up and then go dead. I was curious whether anyone had ever encountered the same issue and whether they were able to rectify it? If not, could anyone recommend whether one of the available power conditioners, regulators, or surge protectors would be a solution?

Is this with when the engine is running? What engine? How old is the switch? Is it a make before break type switch?

Before starting. 2006 Honda 115. The switch is a few years old but has always worked fine and tests out fine. Its a make before break.

I believe you are saying that you just connected your voltmeter to the battery terminals and the voltmeter read 17-Volts for an instant. If that is the case, it sounds like your voltmeter is in error. The battery itself could never generate more voltage than its normal terminal voltage of 12.9-Volts. Perhaps the voltmeter you are using is just giving you a false indication. I suggest repeating a few measurements with a different voltmeter to see if a second voltmeter also indicates the 17-Volt spike.
