Volvo 2004 5.7gi-e won't plane after perfect pass installed

Hello All,
Could installing a perfect pass change the tension on the throttle cable enough to prevent a boat from planing?
If so, any tips on how to correct the situation would be appreciated.
She is a Four Winns 04 Sundowner 225 w a Volvo 5.7gi-e sx drive leg. Stargazer(gps) perfect pass
She will plane and reach full speed,(42mph 4250rpm), when I am alone, but with passengers she won't break 12mph. Hovers at 3k rpm.

I looked at the throttle cable and perfect pass wire and sure enough the bolts did not seem securely positioned and the throttle arm would not fully advance. I fiddled with the bolts an now the throttle arm seems to advance fully. image.jpg
image.jpg looks like the second picture now instead of the first. Could I be lucky and this is all it is. Will have to wait for some parts for my leg before I can water test.
