Volvo 3.0 GS wont start

I have a 1997 Wellcraft Excel with a Volvo 3.0 GS. Can't get the boat to turn over. The starter spins. Makes a whining noise but wont engage the fywheel. I have tested the batteries (it has 2 with a Perko switch) both are good. Tested the starter and it works. Have tried to shim it and nothing. The flywheel looks good. No broken or missing teeth all the way around. I am getting tired of taking the starter out and putting it back in. Any ideas on what could be causing this? It doesnt make a clicking noise. Seems like it is spinning pretty fast. It just started doing it. Any help would be greatly appreciated. Thanks

Could be the starter. Have you thought about taking it to your local starter/alternator shop (not an auto parts store) and having it checked out and fixed?

I took it to a shop and had it tested and the starter works fine.Is it possible that it isn't getting enough juice to throw the gear out to the flywheel but still spinning? Any idea what would cause that?

Sure it's possible. Put a volt meter in the large terminal on the starter solenoid and ground, and crank the engine, what's the voltage read while cranking?
