Volvo Penta 5.0 Gxi-E Overheating

Ive got a Volvo Penta 5.0 Gxi-E that begins to overheat when throttled up to over 2500 RPM or so. When I let off the throttle and bring it back to idle speed, the temperature lowers back to normal. I took the impeller out and looked at it and its brand new and the gasket is fine as well. I put the ear muffs on it in the drive way and it appears to be sucking water in, but it doesnt appear to be spitting it back out. Do any of you have any insight you might be able to give me as to what could be the cause of my engine overheating?

How old?? What year.
Sounds like the risers are clogged.J
