Volvo penta 5.7 power problem

Hi , my 5.7 Volvo penta ( carb ) has developed the age old problem of not wanting rev up past 3000rpm under load

Re furbed carb , new plugs , new leads , new dist cap , new rotor , checked timing and advance
Only thing I haven’t done is re new fuel pump , anyone concur could be this. ?

Is this a new to you boat?

what is the compression numbers
what is the fuel pressure

not wanting to rev under load is either fuel delivery problem or a low compression problem
