Volvo Penta AQ 271A Starter just clicks

OK, I have done all the listed items and checked them as well which are listed in the adults only section of this site. I have also made sure all connections are tight, and every time I turn the key I only get rapid clicking. Battery is good and charged and I also attached the charger with the starting option turned on and same deal, fast clicking. I a, guessing I am going to be told to remove the starter and have it tested, but I wanted to check here first and see if anyone had any other recommendations. Thanks in advance...

Rapid clicking is either low battery, or poor (loose, corroded) connections, bad cables with loose ends on cables.
Not a bad starter.

Looking at a battery, or it's age, or measuring the voltage with a meter is not how a battery is tested. You must use a load test.

I will go through all the connections and make sure they are good and clean and if that does not work I will replace them. Thanks for your time,
