Volvo Penta AQ125A w/ 270 out drive will not unlock automatically to trim motor up

My Volvo Penta AQ125A w/270 outdrive lock mechanism will not unlock automatically. The power trim still works. It just doesn't unlock by itself when I trim the motor up. How do I troubleshoot?
