volvo penta bogging?

I have a 2000 model with a 5.7L throttle body injected. I went to the lake this past weekend, memorial day weekend. After leaving the no wake zone, throttle up, ran to approx. 2000 rpms and just felt like it ran out of fuel. I limped it back to the cove and started checking things. Replaced the water fuel seperator, spark plugs, distributor cap, rotor, and added a can of sea foam to fuel tank. The engine will also bog out of gear approx. at 3000 rpms. If you spray carb cleaner into throttle body as it starts to miss out, it will pick right up and run fine. I got a 5 gallon gas can with gas in it and removed suction hose from fuel tank and stuck it in can. Same problem, throttle up and still bogging down, as if it is running out of fuel. Got home installed fuel pressure gauge on both fuel ports. On one port with key on engine off as it primes it goes to 30 psi and the other one goes to 15 psi. Just wondering if anybody has had this same problem. I have been told the pressure regulator in the throttle body could be stuck open. Any thoughts or suggestions would be appreciated.
