Volvo Penta Leg error light flashing

Hi, I have a 1989 Bertram with a 305 (Chev) Volvo Penta and what I assume is a Volvo Penta leg that was working and now has stopped.
The boat has not been in use for 6 years and after cleaning the terminals, replacing the batteries, greasing the nipples and checking fluid levels I got the leg going up and down. Then I started working on the engine and got that going but now the leg has stopped.
I've trawled through this sight and have checked the big red fuse on the motor and hot wired the solinoids. The fuse has power through it and the relay works with remote power put to it. If I jump the solinoids the leg goes both up and down but very slowely and the pump motor gets quite hot, its as if its in trim mode all the up and down.
The leg will go down from the control button but not up and not all the time.
I know it sounds like an intermitten electrical problem but where and what does the red flashing light mean on the control panel shown in attached photos means. The LCD display is very fainst and if there is a code shoiwing it would be 1 or 7. The red LED flashed every second.
I've attached photos as I can find no numbers on anything.
Any help will do.
