I have a volvo penta V6 4.3L that seems to run cold I just bought the boat and thought that the temp gauge was not working but I puled the temp sensor out the resistance was good so I then boiled some water plugged in the temp sensor and put it in the hot water the gauge did read temperature fine. I checked to see if the thermostat was stuck but seemed fine alittle corroded so I installed a new one, still boat runs real cool and indicator never goes off full cold. I seems to run just fine plenty of power and speed. Should I be concerned about this ?

While you may have heated water and made the gauge move, did you check the temperature with a thermometer to see if it's all happening at the proper temp?
You might get a temp gun and see what the engine is actually running, the sender could be off, the gauge could be off, or the thermostat could be opening too quick.
Is this a raw water cooled engine?

The water jackets and risers do seem to get warm but not too hot.The cooling system is a raw water type. I did not check with thermometer are temp guns for rent anywhere? The sender and thermostat are brand new. I'm thinking the gauge could be the problem but the entire gauge cluster I would imagine is quite pricey.I was thinking about just getting an after market temp gauge any suggestions? The engine runs fine, but is a possible damaging situation if I continue to operate the boat? Good day for fishing!
