Volvo penta outdrive movement , diagnose steering problem

+I have a 2001 volvo penta outdrive the steering has tight spots that come and go when turning left or right . I have removed the steering cable at the actuator and I can turn the wheel with one finger all the way left and right with one finger . So I think my cable is ok . I have also removed the actuator from the steering fork . My question is how hard should it be to move the outdrive by pushing it back and forth . It seems tight . It also creeks when moving it left and right . I did not know how free it should move and if this was part of my problem . . If this sounds normal the only conclusion would be the actuator would need to be rebuilt . There are no leaks and looks good . Any input would help .

It does swing ,but I have to put some force to make it swing . It is not free wheeling effortlessly left to right . I have to push it to make it move . I can not put 2 fingers on it to make it swing effortlessly . Is there something to make it move easier . I do not see a grease fitting . I have no idea if this has been apart . It is possible it has before me . How is it installed . It may not have been installed proper .
