Volvo Penta power steering issues

I’m new here, I’m having a time with my power steering on my 238 Crownline. It started with a leaking actuator. I was able to research and rebuild it with info from this forum, that fixed my leak, but not my stiff steering. I’ve disconnected the cable and the steering is fine. I’ve disconnected the outdrive and it too moves freely. I replaced the power steering pump but keep the original shuttle/relief valve from my pump. Could that be the culprit?

Not real versed on VP steering but think they have the need to be setup as Mercs to get the valve channels in correct alignment. In the pic not the flats need to be straight up and down once the steering cable is aligned

Which drive is on the crownline?

the older AQ series, or the SX series, or the DPS/SPS or Ocean-X or ....

some require indexing, some do not

however most of the time, there is enough drag on the cable, or the pilot shuttle (the thing that moves back and forth that the cable is attached to) may be stuck.

It’s a DP. I just can’t figure out what it could be. Someone suggested the cable could still be bad even though it turns freely when disconnected from actuator.

Post a picture, or a drive model number from the data tag
