VP dp-s upper bearing rolling torque

Hi all - replaced upper yoke seal on DP-S drive.. Manual states rolling torque of 9-14 in lbs, is this for new or used gears? Seems a little tight after i re-assmebled it.. and I had it around 10 inch lbs..

They dont specify..

Its preload on the bearing....new or used
