Vp Fuel Cell Coolant Tube At Riser

When I Pull The Small Coolant Tube At My Starboard Riser From The Fuel Cell I Feel An Air Pulsation At The Riser Nipple.is This Normal? Having Problems With New Impeller Install Not Priming-thought Maybe This Pulsing Air My Be Pushing Against Water Flow.:(2000 Gi 5.0 Enclosed Cooling Application.
