vro and timing

1988 Evinrude 140 with VRO, on the water in neutral it screams like a banshee but in gear and underway it only gets about 1800rpm, can a weak vro pump cause this? and can they be repaired? I ask because i cannot find any service kits etc for them. Also I timed WOT by disconnecting throttle linkage so it can't rev up and held it at WOT by hand and used strobe light, did i do wrong when setting WOT timing?

A weak VRO fuel pump will not restrict the RPM, unless the motor is starving for fuel. Does pumping the primer bulb allow the motor to rev up higher than 1800? if so, some part of the fuel system needs attention.

BTW - reving the motor up in neutral proves nothing, and can easily lead to a broken motor.

I recommend you check/reset the timing using a proper service manual procedure.

Thanks for the reply. i just meant that the motor revs in neutral like it should but in water it will not. I have a manual and can do test procedure like described but i cannot get the motor to 5000rpm in gear to set WOT, joe reeves method did not work for me. I wondered if at higher rpms was the pump supplying enough fuel, did not pump primer bulb, have a sight glass in line that remained full, choked motor and it starts to die.
