I just bought a 70hp johnson 94 model, the vro is disconnected and I noticed that it or the fuel pump is making a clicking noise. Is this normal operation?

Is the oil inlet nipple plugged off?

If it is a click about every few seconds at idle, that is normal. If it a rapid or steady series of clicks, then there is a lot of air in the fuel system or something broke inside the VRO pump.
