VRO/warning horn issue

I am getting my boat back in shape after sitting for a couple of years (1991 Evinrude 90hp). One problem I have is that when I turn the key, before starting the motor, the warning horn comes on and stays on. Following the advice I got here I started checking the sensors around the motor. The horn stops when I unplug the tan wire going to the vro pump. Does this mean that there is just a bad sensor or is the pump bad?

No oil alarm (beep every other second) indicates that the VRO is not pumping oil. This has nothing to do with the quantity of oil in the oil tank. Apply pressure to the oil primer bulb to force oil into the VRO when the alarm is sounding...... if the alarm stops sounding after a short time, then resounds later, suspect a failing VRO pump.

This is assuming that there are no obvious leaks in the oil line anywhere whereas the pump could draw air.

The oil tank running low..... getting down to 1/4 tank will result in a "Low" oil supply alarm (beep approximately every 20 or 40 seconds.)

Maybe the horn itself is no good.----It does have a wee electronic circuit to shut if off after the self test is done.

The horn is new. If I unplug the horn under the dash it stops. But as soon as I turn the key, before starting, there will is a continuous beep. If I unplug the tan wire at the engine the horn does what it is supposed to do when I turn the key- a short beep to let me know it is working.
