Yes, it's an oil pump. Somewhere, in the boat, you have an oil tank. It is usually in the stern, close to the engine. Most standard tanks hold 1.8 gal.-I believe.
The system is FINE, IF it is maintained. Maintenance means dumping the tank and refreshing the oil every year-at least. Checking connections and warning horn function.
You will hear horror stories about Johnson/Evinrude oiling systems. 98% of those stories are pure garbage.
You can disconnect it and run 50:1 ratio. However, I do not recommend it, if you are willing to maintain the injection system.
Get a manual and read up on it.
