Want to buy a new to me boat

I've been looking for a larger boat to replace my 14' Tin boat. I still got my 21ft beast but it's still a work in progress. I found a 16ft MFG runabout on Craigslist for $550. It's a nice boat with a 40hp merc on it. The motor needs a starter. It all looks good and would be a nice boat for the sound and river. Any thoughts on this boat? My main problems are speed and weight capacity. I'm a big guy (200lbs) i like to be able to go at Least 30mph with a friend on board. Will a 40hp be to small? [Bubbasboat]

I see what appear to be unused holes in the transom which don't appear to be filled. What is the green discoloration/staining on the transom starboard side, also on bottom of hull in spots? Or is it just dried algae? What is the rust looking stain again on the starboard corner of transom?
