Want to make underwater removable hardware - West Epoxy with 404?

I did a stringer rebuild and ended up having a leak that went into a compartment that was not accessible. I put a access cover on it now, but I want to make sure the leak never comes back. The leak was coming from a screw mount on the trim tab plate. It had 4200 on the screw, but after a year, it found a way in since there is pressure on the trim tab mount and the boat is slipped 24x7. It developed a small leak and flooded a side bunk. The stringers and bunk are fine due to the amount of glass and epoxy, but I 100% want to make sure its leak proof in the future. My plan was to drill out the holes for the trim tab mount slightly larger. Then coat with unmodified West epoxy. Then after it starts to kick, fill the hole with West epoxy modified with 404. Instead of just putting a screw back in, I was going to use a stainless stud. From there I can just use a lock washer and nut to put the trim tab plate back on. However, I want to make the studs removable in the future. Should I just coat the stud with something when I put it in the epoxy? I would use 4200 to put the stud back in and the epoxy surrounding it would prevent any moisture from getting into the wood of the transom.

I would suggest, drill out large enough so all the wood is dry. Fill with MarineTex or epoxy resin. When dry, drill for screw and use 3M 4000
