Wards 3.5 Sea King Manual?

Need a manual for this Wards SeaKing 3.5 Model VWB27903B SN 22836
Ran so-so last year, won't start now. Like to rebuild carb, tune up? Pull start is very intermittent also, doesn't catch consistenly? Where can I get parts for this?
