Water coming from base of swivel bracket

1990 Merc Seapro 25 HP when running in the barrel (no prop) I am seeing water weeping from the bottom of the swivel bracket #8692A14 and above the mount covers #17232A1 is this something I should be concerned with as the water pump is squirting an excellant stream of water at all RPM

Probably not a good idea running the motor in gear without a prop at high rpms..
