Water Deflectors on Evinrude 25 hp

On a 1981 Evinrude E25RCIM motor there are three rubber water deflectors that are in the water passage under the cylinder head. One shop has told my friend that they are not needed. I said that they are absolutely needed and without the deflectors the motor will overheat. Who is correct?

They were still using water deflectors in the 2004 25HP Johnson and maybe more recently, so I don't know where the change order came from.
