Water discharge over heat buzzer question

Good evening Gents! I have a new one I haven't come across before and needed some guidance from you fine people.

I hung a new to me johnson GT 150 off the back of my starcraft. Fired it up and it had a weak tell tale and no water coming out the exhaust holes and the buzzer was sounding. I ordered a water pump. Replaced the housing, the O rings, the impeller, the key the whole 9 yards. Put it back together and I have a strong tell tale but still a buzzer at the control and no water out the exhaust below the cowl. I figured it was a thermostat issue. So I pulled those and dropped them in a pot of boiling water and they both opened as they should. Any thoughts why I would have a strong tell tale, good thermostats but still an over heat buzzer and no water discharging from the two exhaust holes 🤔🤔🤔

Just for thoroughness, I was running the motor on a hose. I did have water coming from the hub of my propeller. I think tomorrow im gonna back it into the water and see what happens. I've never had a motor that won't run on a muffs but maybe thats how this one is ?

You may have a problem with the DIVERTERS -----Cylinder head needs to come off to inspect.-----These parts guide water around in the water jackets.----Could be out of position or there could be a blockage.

Not what I was hoping to hear lol cylinder head removal is more involved than I've ever gotten. Thanks for the time and reply!!

On a fresh water motor it is actually very simple work.----Just about 14 bolts or so .----No surprises.----Nothing will jump at you.

Brought the boat down to the launch and fired it up. Good tell tale stream. Water coming out the exhaust ports. Still was getting an alarm and looked it up getting a beep about every second. Sooo come to find out I screwed up and didn't disconnect the alarm when I disconnected the VRO. Looks like all is well. Thanks for the replies and insight!!!
