water filter

I have an '86 alumacraft with an '86 60 hp johnson and I put in a water filter between my fuel tank and engine. I took the boat out the other day and the motor kept bogging down.Should water filters only be used on oil injection outboards or do i have a problem elsewhere?

A fuel separator is always a good thing. Not sure why it is bogging down.
