Water flooding in with outdrive up

I have a 1978 browning aerocraft with a 140hp mercruiser ...when i put the boat in the water with the drive in the up position water floods in ,but when i drop the drive into the down position it wont leak a drop...anyone know why ?

do your bellows have a crack in the bottom? When its down, it traps air and/or seals enough to slow the leak? That's about the only thing that I can think of that would depend on the drive angle. Check them over carefully.

Certainly sounds like a bad bellows.
