Water from exhaust ports

So, I'm fairly new to outboards, and just picked up a 1994 Grumman with a Johnson 20hp motor on it.

The previous owners couldn't get it running, but looked like poor maintenance to me, so got a deal. I changed plugs, cleaned the fuel tank and got a new fuel line, and reset the carbs to factory settings... Started right up. But it wasnt pulling any water from the pickups, so I pulled the lower and replaced the water pump also (old impeller was chewed up). Now pees just fine.

But, I am noticing water also coming from the exhaust ports, from a small hole in the lower unit on the port side, and from an opening in the front of the lower unit. Is this normal? The small hole looks particularly odd to me... Like someone took a drill to it.

Test or flush your motor in a tank (plastic trash can makes a good one). Water has to be about half way up the leg.

Can't test water pump on muffs (and as a bonus, will not see water blowing out of those drain holes).
