Water in Bilge/Exhaust Water Question

1995 Volvo Penta 5.0Fi with SX outdrive. I am getting water in the bilge rather quickly when boat is sitting in lake or river. Cannot locate leak, both bellows look good from the outside.

When boat is on muffs in driveway, no water is coming out of the hub of the propeller, all is pouring straight down from the transom shield area.

Are these two issues connected? I plan on pulling outdrive tonight. Any ideas as to what I will find in there, or what I should look for? Thanks for looking and responding.

Beofre I pulled the outdrive, I decided to look underneath the transom shield. When I pulled off the anode, I found what was blocking the exhaust. One of the flappers from the exhaust had become lodged in there.....Pics attached.

What possible problems could this have caused, if any?
