water in exhaust stream

Trying to awake a 84 25hp Evinrude. Waiting on carb rebuild kit to arrive. Runs as is but pretty rough. I notice a lot of oily residue building in the test tank I am using and significant water coming out of the motors upper exhaust ports just under the rear of the motor. The plugs are oily but show no evidence of water. Something serious?

Sounds normal. Using 50:1 fuelmix with fresh gasoline ?
Rebuild the carb, make sure you get all the passages clean, then take it for a good blast round the bay

When I hold my hand in the exhaust from the upper ports there is a lot of water in the exhaust. Oil too but I assume that is from the oil in the gas. The water is normal??

Water out the exhaust relief ports is normal. At idle the normal exhaust route through the center of the prop has enough back pressure that it affects idle quality. The exhust relief ports provide a low restriction exit for the exhaust and since the exhaust has cooling water in it, you see water there just as you would out the prop.
