Richard:
Sounds like your gearcase lube went out at some point when you were running it. There is no other explanation for there just being water in the case. You can probably install a seal kit yourself, be sure you get a complete kit of the unit amd replace all the seals. In the process, carefully examine all parts int he case (gears, clutch, bushings, bearings and propshaft for excessive wear, pitting or scoring. It is possible that there is some damage because they were not protected by the lube. I'd inspect the parts before installing the seal kit. You may need to replace some parts, or get another lower unit.
If you are uncertain of your ability to do this. Take the lower unit off and take it to a mechanic that you trust.

wow
no telling how much damage is done. time for a tear down. refill it with motor oil until you can dissaseble it. rust wont form in the absence of air
the only special tool realy needed is the puller legs. they are not that expensive. they will work with a harmonic balancer puller. the three most likly spots of leaks are shift shaft, prop shaft and drive shaft.

Your best bet would be to do a pressure/vacume test to see where it is leaking. One possibility - did you use new gaskets/seals on the fill & drain plugs when you changed it last? It could be a simple as that. You might try new fill & drain seals, filling it with oil & go for a test run bewfore you do a complete tear down.

I would just check the seals when you drin the lower unit. If they are crack or look bad, replace them. They are inexpensive anyway
