I bought a used boat with a 1982 150 v6 mercury.

After the first time I had it in the water I noticed no telltale stream from the water pump and there was water in the lower unit oil.

I put a new water pump, including new upper and lower housing in. Now there is a stream from the telltale, but it seems to be weak.

Also, I still am getting water in the lower unit oil. I thought it might be from the vent plug, because the gasket didn't seem to good. But, I started it with the garden hose attached and I got water in fresh oil after idling about three or four minutes.

Any ideas?

You need a lower unit seal kit.
