water in lower unit/ 63 johnson

I have a 1963 johnson 40 hp electric seahorse. water is getting into the lower unit around the shift rod. there was nothing there sealing it when it was torn apart. what do i need to seal this and prevent water from geting in?

o-ring part 0302545 or aftermarket 18-2005. They come with the seal kit

Besides the brass shift rod bushing, a fiber gasket, and a O-ring.

Everything is in the kit except the bushing which you probably can reuse.
