water in lower unit

I have a 35hp force. The lower unit oil is white milky. After replacing them and 2 hrs on the water, it is completely milky again.
The motor runs well.
I found after open the drain plug(vent plug is still in place), oil will run out fast and completely as if the vent is open.
looks like a very bad seal problem somewhere? But where is it and how can I fix it?
If just keep changing oil every time out, will it last?

i'd buy a whole new seal kit and replace them all just to be sure....do it before you ruin your lower unit.. i just had to buy a used one and it wasnt cheap
