water in lower unit

I am an I/O owner but I have a friend with a Johnson 220 V6 he was having trouble getting the water to for lack of a better term pee with a full stream it comes out on muffs but not with much force. When we drained the lower fluid it was a little milky. After taking the lower unit off and inspecting everything we could think of and replacing seals and impeller we re assembled the lower unit reinstalled it and tried it again but ended with the same result, boat peed a little but not enough to keep from over heating and we then drained the fluid and it was milky. Did we miss something? Maybe a seal? Any ideas out there on what our net step should be? He has a manual and he is going to look it over but thought I would see if anyone had any ideas.

I don't believe there is an issue with the water pump the outboard is pumping because you do have a pee stream and it is going to get hot as there are 2 thermostats in the block to control engine temp. You won't usually get a real strong pee stream on the muffs the only way to tell for sure is to put it in the water.

However it does sound like the seal where the drive shaft goes into the lower unit is leaking. The lower unit oil should not be milky.

The best thing to do is is take the l/u in and have it pressure and vacuumed tested. Takes all the guess work out of the prob.
