Water in lower unit

Hi all,
Having issues with water in lower unit. Noticed last year, was producing a milkshake. Took off the lower unit and pressure tested, held pressure fine, except when the drive shaft was moved a bit (there was a groove in the shaft where the pump was). Replaced the shaft, no more bubbles. Put it back on, still have the issue. Any ideas on what may be causing this? Oil is still viscous.

What year and model of engine are we talking about? Most of the time it's just as simple as the two plugs (oil level and vent) being not too tight or are missing those fiber washers.
