WATER IN LOWER UNIT

1968 60hp Johnson 4 cylinder outboard. Lower unit oil white when changing it. Boat has been in the water under covered slip since May 1. Probably have 25 hours or less running time on that lower unit oil. Could a lot of the water in the unit be due to constant submersion? Anyway i am interested in thoughts on how to proceed. What to check and replace first? Any help Appreciated.

Replace the Drain/Fill screw seals first and try it on the water again. Check it again when your done and see what it looks like..
