Water in Lowest Cylinder - Mariner 115

1994 Mariner 115 OB on a 17.5 Bayliner

I just bought a boat last month from a less than reputable dealer who told me the boat ran fine, I know it was a mistake to buy it without the compression test, but it's done now.

I have been having issues getting this thing to get to top speed...so far it's been topping out about 25-30 mph. Underload, I can't even get it to 15.

My shop ran a compression test which came back 120 all the way down except for the bottom cylinder which came back 80. This is my issue.

He thinks it could be seals, water scoring the piston, or possible that it may have been submerged!!!

Can any one give me an idea of what to expect? Any experience with similar issues?

If it has been submerged, is the engine done?

Like I said, I've been running it ever day since I bought it, the only issue is speed. It starts and idles fine...
