water in my exhaust seperator

merc 454 bravo II drive , fresh water cooled ( 1/2 system ) . had some overheating issues , after some troubleshooting i decided to pull my risers off and they were packed with crap and restricted . my boat is in the water , when i pulled the risers i was suprised to see that my exhaust seperators are full of water upto the flappers ( which are trashed and will be replaced with the risers) . my question is " is that normal " ? i would think that the water would just run out . as i said the flappers are trashed and it appears that alot of the rubber material has flaked off , i'm hoping that i dont have some restriction at the base of my exhaust seperator .

That's the water line. Your exhaust is open to the water under the boat. It can't run out.

Stick a bent straw into a cup, it still fills with water up to the water line. Same concept.

Flappers are toasted from getting too hot. Not enough water covering them to keep them cool. Replacing the risers will potentially fix that.

ya know i was driving to work this morning thinking about this and i came up with the same conclusion !!! i realized that i should have payed a little more attention in science class as a kid. thanks so much for your reply !!!!
