Water in Oil. Manifold? Merc 140 1972 mc-1

Hi guys so i just rebuilt my motor and have everything set up and running fine and well thats where $h!@ hits the fan i double check the oil just to make sure its alright and full to find a milky mixture also i see some squeezing out the oil pan i guess the bolt weren't to tight but i didn't wana break them.
1. so first question when i pulled the manifold there was definitely water in the Exhaust area up to the ports so should i be weary of a crack (didn't have one in when i initially tested it but nothing saying the engine was even getting water from the muffs back b4 i rebuilt when it was in the boat)
2. the other thing is should i put like some gasket sealer on the oil pan and get some new bolts and tap the threads please let me know what ever u suggest.

Ayuh,... Did you magna-flux any of this motor,..??

Who inspected for Cracks,..??
How, other than visually,..??
How much to high is the oil level,..??

Ya as far as i know i had my machine shop do all that to the head and block i will call them on mon to verify but i saw no sign of a crack anywhere els during disasembly and like i said there is water build up in the exhaust ports it pulls up in the lower half of the manifold so the ONLY thing and i mean ONLY thing that has not been touch, rebuilt or thoroughly tested has been the manifold. oil level is not much high which is why i suspect its coming in on exahust but i didnt run it long, but for like 15 mins a day for 2 days changed the oil on fri and another 15 mins after that and on saturday
