water in oil reservoir-lost compression

1995 50 hrs merc. oil injected. I put my boat in this spring and did not know it had somehow collected water in the oil reservoir. As a result, I have lost compression in the top cylinder of 3. Without complete disassembly is there any way to regain compression. There is no head but I do not believe the cylinder is scored. I think it could be the rings sticking. I took it to a marina and they wanted to put a new power head on --$2,900, therefore i decided to try a few things out myself. I'll take any advice. p.s. I have no idea how water (1/2 a cup+-) got in there except maybe leaking around the fill gasket. In my opinion it is a poor design. Filler cap is outside the engine cover.

The piston(s) may well be scored. The pump will pump water just as easy as oil. Get it apart ASAP as the water will rust the crank and bearings pretty quickly.<br /><br />Good luck!
