Spray the inside of the cylinders with some type of lubricant/WD40 quick, or it will rust up.

Then measure the compression. Might be a simple head gasket change.

WD-40 at the least down each cylinder and drain if possible and respray again!!!

Same thing happened to me with my 35hp mercury. I tried head gasket, checked the wather jacket for cracks, but it turned out that the bolts that secure down the power head to the lower unit had become a little loose over the years and was letting a little bit of water into the cylinders. I replaced the gasket($6) and everything is back to normal. Do you have water on both spark plugs?
