water leak

I have just recently replaced the water jacket and head cover gasket on my 1974 Johnson 40HP outboard. After taking it out a couple of times I noticed a little water dripping out around one of the water jacket plate bolts. I torqued them to the required spec in the manual and went back and put a little extra torque to make sure it was tight. Should I have put a gasket sealing compound on this gasket or put it on dry? I installed it dry.
