I just did this section x2 on my boat.
The seal is on the outside; it's called a 'V' seal. It's really more of a splash guard than a seal.
It fits on the shaft between the top of the steering fork and the transom housing.
To change it is an ordeal. I did mine 'cause the 2 bushings on the steering shaft were making my steering very stiff, so I was all in. If you don't do the seal you will likely end up the same way...the water makes it between the bushings and the transom fitting loops, corrosion expands, and the shaft binds eventually.
1) Remove outdrive
2) Loosen/remove steering fork retaining bolt. If you can't get back there you have to pull the engine. Mine were out for overhaul, so i was lucky on that one
3) Try to get that sucker out! Many times the steering fork is frozen to the shaft. Apply heat and attempt to split the steering fork clamp. Be carefull, there is an ignition hazzard due to the transom being so close. Keep water or a hose nearby. I had to use it! I suggest propylene gas instead of propane for quick heating. You may have to replace the bushings as they can melt from this process.
DO NOT pound on the top of the shaft...it is aluminum and will expand and then you're screwed!
4) I made a puller with ready rod and a drilled 4X4, which fit in the outdrive holes in the steering helmet (Rotated all the way down) to apply downward force from outside the boat...worked like a charm.
