I'd be more concerned about the whale tail hydrofoil on the lower unit than about the water line (looks normal).

Is the boat that underpowered that it needs the hydrofoil?
Or is the motor not mounted at the correct height?
Or is the hull design that poor that it need the foil?

The white stuff appears to be corrosion from salt water. The water line is a little high, but all bass boats sit low in the water. My guess is that this was a brackish water boat and was left in the water for periods of time. Probably picked up some rainwater while docked, hence the water line. Unless you're getting a great deal, I would be a little wary of this one for a first boat. I work in a factory for a living, not a boat shop, so take my advice accordingly and good luck.

hmm that looks like he just put that on himself, I mean would it really do much? and why would that be a major concern?

why did he put it on. well that boat is very tail heavy. seriously doubt it was designed for the 6 cylinder. being a 91, i would go over it with a fine toothed comb, for rot.

It should have a USCG capacity plate somewhere in the boat which lists the maximum horsepower and maximum weight allowed. Find the motor ID plate so you can determine its horsepower and weight. Sometimes motor cowls/covers get replaced/swapped. Good luck!
