does this sound right?

on your engine there is a gasket between the lower housing and the power head (engine). the water pump is in the lower unit. it pumps water up the lower housing to the power head. the gasket between the power head and lower unit is bad


could this description cause this and if so how hard is this gasket to change?

Those two holes are the idle exhaust reliefs, water will spray out of them, and not always equally.

so this is not a problem i should fix it will not cause me any problems on the water? i just thought that was excessive amount of water coming out. i still have a good pee stream.

When and engine is at idle, the water poses back pressure in the prop where the exhaust normally exits. So unless there is another exhaust path, the engine would not idle properly -- sort of like sticking a potato in the exhuast pipe of a car (come on -- don't tell me you never did that to your Dads car). The ports you are worried about open at idle and let exhaust and cooling water exit. At speed some spray will still be present but the back pressure is no longer a problem since the boat is moving rapidly forward. This is perfectly normal.

ok i will get the new controls work on adjusting my carbs and see if i can get it on the water.
