water pouring out of prop!!! HELP

I have had water in lower unit and now water coming from telltale hole. Bought new impeller and prop and put on impeller and prop with the help of a friend. hooked up to muffs today and when I put it in forward the motor reved up but the prop just stayed the same speed and when I put it in reverse the prop didn't spin in reverse? Then I noticed a ton of water pouring out the back of the prop. All I had on where the muffs and water was shooting out of the telltale hole and the back of the prop. Chacked lower unit oil and there was a lot of water in it. Is there some gasket I need to check or some seal that needs replaced so I don't get any water in lower unit from just having the muffs on? OK, lets start.
First, don't rev the engine in, or out of gear when the prop is not in the water. Don't exceed 2500 rpm when you're running on a hose pipe and the prop not under load.

The water circuit is pretty basic. Water goes into the inlets infront of the prop. It then goes into the pump and gets pumped via a copper tube into the cylinder head. When the cylinder head is completely flooded, the water stream is divided. 1 small part gets ejected via the tell tale tube. The rest of the water runs down the head and over the exhaust tube to cool that as well. Then the stream gets divided again. Some water exit through grating, around where the water pump is, and the rest exit though the exhaust, which is the center of the propeller.

But, water in the lower unit oil (that's the gear case) is not a good thing. You can buy a lower unit seal kit. That include all the seals and gaskets in and around the water pump. I think the seal kit to replace the seal at the propeller is a sepearte kit, and as far as I know you need a special tool to replace it.
