Water /prime issues

Alright I have a 97 four winns horizon qx.

Volvo penta 3.0 4cyl

Bought in amazing cosmetic condition but not running. Last known run was a year where owner noticed it steaming and killed engine and was towed in. Stated water pump belt broke.

Brought it home. It was the power steering belt.

So far:
Replaced l belts
Replaced impeller (spline type)
Replaced thermostat
Checked all water lines.
Replaced starter and cleaned connections

3 days of work and she finally ran for me.

Still no water flow though despite muffs.

So now I have a running boat but no cooling.

Ran the hose down all water pipes to ensure flow.

Filled all again and reassembled and quickly started. Still no flow.

Coupler on what I believe to be the exhaust is melting. I assume due to lack of water. See image.

Only ran for less than 30 seconds on each start. So I can't even attest to whether she has a smooth idle.

When I pulled intake hose to flush it the first time there was water in it, but it didn't appear to be going past the impeller as all others were dry


What do I do?

Update.

So I hooked the hose directly to the intake on the impeller. She is in fact pulling water through the system. And it is keeping the exhaust gasket cool to the touch off the manifold. But because the gasket is shot its filling the bilge.

Also put her in the water and was able to run her longer. However she is running rough. And I can't pull the throttle back to idle or she dies.

Looking for help with carb adjustment on these.

I have the carb soaking in seafood right now overnight.

Getting new plugs and wires and exhaust/manifold bellows tomorrow

Update.
