water pump bolt insolators

The 1991 70 hp service manual cooling section diagram calls for insulators on the water pump housing bolts, are they still required and if they are required what is their purpose?

Not sure if they are required or their purpose but they are available. Without knowing, I would be inclined to use them. They are still available. Item 15 in the diagram below. Not very expensive.
